Task Force to Review Code of Judicial Conduct

Retired Judge Thomas Bryant appointed by Chief Justice to chair task force

Judge Thomas F. BryantSeventeen members have been appointed by Chief Justice Thomas J. Moyer to serve on a Supreme Court of Ohio panel that will revise and improve the rules governing the conduct of Ohio judges.

The Task Force on the Code of Judicial Conduct will be led by retired appellate Judge Thomas Bryant of Findlay.

“The legal profession should periodically review the code of conduct and this provides us that opportunity,” said Chief Justice Thomas J. Moyer. “The task force will provide a comprehensive and timely review of the rules that govern the behavior of all the judges of Ohio.”

The task force will review the code, accept public comment and recommend a new Code of Judicial Conduct for Ohio judges, which will be based on the substantive additions and revisions to the American Bar Association's Model Code of Judicial Conduct that were adopted in February by the ABA's House of Delegates. The review will make Ohio, which last updated its code in 1997, one of the first states to consider changes based on the model code.

Task force members include nine judges and seven attorneys from throughout the state as well as one non-judge/non-attorney. Bryant, the task force chair, is retired from the 3rd District Court of Appeals and is former chair of the Board of Commissioners on Grievances & Discipline. Rick Dove, director of Attorney Services for the Supreme Court, serves as the staff liaison.

“I am honored to be given the opportunity to work with the distinguished judges, attorneys and academics chosen by Chief Justice Moyer to comprise this task force to review the Judicial Canons,” Judge Bryant said. “The task given us is a challenging one, but each member chosen possesses some unique expertise or experience in studying legal and judicial ethics or in applying and enforcing the existing rules.”
